Thomas Blackburn

Business Development Manager

Business Development Manager at EcoAct, Thomas has over 7 years of experience in climate finance and carbon project development.

He previously served as Program Director for Nexus for Development, where he oversaw 4 climate investment funds targeting clean water and clean energy enterprises in Southeast Asia. Thomas has delivered on the ground results for the Asian Development Bank, USAID, the Renewable Energy and Energy Efficiency Partnership (REEEP), and the French Funds for the Global Environment (FFEM) while working with organizations such as SNV Netherlands, iDE, Hivos, and Pact International. He also has previous experience assisting with the development of Cambodia’s first community forestry REDD+ project. Thomas has been a part of developing REDD+ social standard policy at the Environmental Defense Fund and mining policy for the World Wildlife Fund in the US. He holds a Master’s in International Development and a Bachelor’s in International Affairs, both from The George Washington University’s Elliott School. Thomas manages EcoAct’s relationship with the Carbon Pricing Leadership Coalition and continues to advise a fund in Southeast Asia.
